The Bellarine Catchment Network has developed an innovative governance model of Incorporated Committee and Executive – with representatives across Community Groups, NGO’s, Statutory Authorities and Agencies.
This Model provides integration of program delivery, external advice, best practice and balance across the organisation. It leads to Officer/s feeling supported and a more collegant program and service delivery.
This model has been successfully implemented for nearly 20 years. Agency representatives bring a balanced approach and impartiality to the Committee, and valuable expertise and experience to working parties. These representatives do not have voting rights on the executive, each community group having one vote.

2 Local Municipalities
3 Non Government Organisations
3 State Dept / Agencies
Community representation include
20 Community Groups inc, Friends of, Environment, Landcare, Coastcare, including new and emerging groups.
Two Working Party Committee examples;
1. HR Committee for Reviews and Remuneration (representatives includes, President, Program Manager and Government / Industry Rep)
This provides external advice from key Government / Industry reps to have supported staff and best practice employment policies and procedures
2. Finance Committee for Annual Budgets and Programs (representatives includes, President, Program Manager and Government / Industry Rep)
This provides external advice from key Government / Industry reps to have financial scrutiny and advice in managing Network accounts.
